Least expensive would be Gnu smalltalk, and maybe T.Budd's Little Smalltalk.
They're basically free - you have to have the patience to download them.
I tried Gnu smalltalk a while ago.  It works, but the one I used was
character based, not gui-based.  It lost quite a bit in the translation.
I have heard there were efforts to glue an Xwindow front end to it.
Maybe somebody can speak to that.

For learning purposes I started with Digitalk's 16bit smalltalk (2.0).
I ordered a copy from the Smalltalk Store for around $100 (with a
student discount).

If you go that route I'd also reccomend looking at the book 
"Discovering Smalltalk" by Wilf LaLonde (isbn 0-8053-2720-7).
I learned quite a bit from it.  Total would be about $150 to start.

Just for fun search on Yahoo or smth to see who has "smalltalk" on their
home pages.  Maybe some of those vendors are donating systems to
universitys these days.  Couldn't hurt to ask.
