Yossi Gil (?) has a Windoze version of little Smalltalk at 
	ftp://ssl.cs.technion.ac.il/pub/Projects

When I last used it (a few months ago) it was still pretty rough with a number 
of "features", but it was definitely usable, and what's more it's the only 
freeware Windoze ST I know of.  Worth a look!
