It sounds like this is for a personnal project (i.e. low budget).  A
good starting point would be to get a price on a hydraulic servovalve and
then multiply this by the number of valves you will need.  Small valves
are VERY expensive (at least $1000/valve as a rough guess).

Playing with hydraulics can be a lot of fun, but it does get very expensive.
