Wasn't there some research in this area at Berkeley?  Robert Wilensky
would be the person leading the research of a project called "uc"
(unix consultant).  Do a library search on his name, and you'll
probably find something somewhat related.  Though your problem sounds
awfully unconstrained, and probably difficult to solve.

I hope this gives you a good starting point.
