R.C. Molden writes that Semitic languages including Hebrew "function" 
quite nicely without vowels". This used to be true but has become an 
increasinglky difficult problem. Many reform proposals to aid reading in 
both Hebrew and Arabic have been rejected by traditionalists but problems 
of literacy, understanding and speed remain apparent. Please see "Hebrew
