Your information is right. Frisian is spoken in the northers province of 
Friesland. It is more or less a cross between Dutch and English, but is 
considered a language, not a dialect. Magistracy and schooling are bilingual in 
Friesland.
For samples of Frisian search Alta Vista with "Frysk" (which is Frisian for 
Frisian). Good luck!
