I have ever written a program to expand image by cubic spline interpolation.
The program is called 'expimg.c' which is put in the directory of
'/pub/spline'.
If you want this program, you may access our workstation
'en_ci10.en.polyu.edu.hk' and logon as anonymous. 

However, our network and system are not properly set up, perhaps you cannot
logon. In this case, I think you may refer to some paper, e.g.

Hsieh S. Hou and Harry C. Andrews, "Cubic Splines for Image Interpolation and
Digital Filtering", IEEE Trans. on Acoustics, Speech, and Signal Processing,
vol. ASSP-26, no.6, pp. 508 - 517, 1978.
