The closest to what you want is probably Iterated Systems' fractal 
compression. They have a free demo and several decidedly un-free products.

Be aware, though, that if you start with a bitmap, *any* resolution- 
independent format will be essentially a cheat. Iterated's literature 
could easily be read to imply that they create new information out of 
nothing, when it's really the case that they *interpolate* detail in a
way that happens to be plausible to the human brain, especially for
'natural' images.
