I suggest that you consider the EPIX Model 10 or 12 Imaging Boards for PCs
which have an on-board TMS320C25 DSP which can be programmed (we use 'C25
assembly language) to accept a binary signal on its EXT_IN line and 
generate a binary signal on its EXT_OUT line.  Signal levels are TTL and
available on the DB-25 Connector 'All Signals' Cable Set.  The 'C25
can be programmed to perform image analysis as it has access to all of
image memory.  The board also has a Digital Interface Connector
which provides access to sync, field and blanking signals.  The 'C25
also has serial transmit and receive ports; however, I haven't tried
to use them and they are not brought out to connectors on the board.
It is possible that EPIX could add a special mod if you needed those
ports.
