I have ftp'ed the source code for the DoD's LPC-10 standard
2400 bps coder from an archive site.  The file name was:
lpc10-1.0.tar.gz.

I have had problems compiling the C version of this code
on a Sun Sparcstation.  Some files appear to be missing: filter.c, 
bitio.c, and defines.h.  In addition, the parameter format
described by the README file for the Fortran code does not
work with the C code (there is no C-specific README file).

If anyone has experience with this code, knows of a complete
archive site, or can explain what I'm doing wrong, it would
be greatly appreciated.
