Try looking at the MIT CSound program.  This is a huge and powerful
sound synthesis/manipulation system, and includes a phase vocoder which
is easily capable of pitch-shifting or pitch-multiplying.  You'll need
to spend some time learning how to program it, though.  Results will be
flawless, but not necessarily real-time (rather heavy on processing!)
