I don't know what's available in the UK, but almost every IVR vendor in
the USA at least claims to allow telephony service interface development
with their product. I haven't come across anyone claiming to offer
multimedia interface development software, but in my experience you
can build telephony interfaces with the development environments offered by 
Dialogic and by Telephone Response Technologies, Inc. (the latter is 
Macintosh-oriented; Dialogic offers something for almost any platform.
I've also played with Magnum Software Corporation's TFLX system 
(Mac only, makes use of Mac drivers).
You might try the following as well, but I have no personal experience: Natural Microsystems, VoiceTek Corporation,
Periphonics Corporation, Parity Software Development Corporation (software
only; their packages run on Dialogic boards), Open+Voice Inc.
