Greetings:

   I have downloaded the CELP 3.2a file (celp_3.2a.tar.Z) from super.org and 
am trying to print/view the Technical Information Bulletin contained within.
The problem is that this file is in a format that is unfamiliar to me
(celp.tib.sea.hqx). Is this called a ".hqx" file? What is ".hqx"? It appears to
be a binary file.  Could anyone please tell me how to view/print this file or 
if a text version of the TIB exists anywhere?  Any responses are greatly 
appreciated.  Thanks in advance.
