The FS-1016 speech coder at 4800 bps is a nice piece of work.  But 
let's say you had an extra 1200 bps or so to expend, and you wanted 
to make a relatively small, incremental change to the FS 1016 -- 
what would you use the bits for?  Would you increase the number of
bits for the quantization of LSPs, or the pitch gain/delay?  Would
you decrease the frame size?
