I have procuduced a public domain package which is 
obtainable form comp.speech archive site - i.e.

   svf-ftp.eng.cam.ac.uk

Look for the "rsynth" package.                 

Quality is not as good as DECtalk and it really needs a largish
dictionary to even approach it.
