The units of f0 in the input to the Klatt synthesizer are 1/10 Hz in most
(all?) implementations.  So an f0 of '1000' is 100 Hz.  Since the normal range 
for male voices is 90 Hz and up (female voices generally higher - say 120 Hz
and up), you're right in the ballpark.
