The ANSI accredited T1A1 technical sub-committee has looked at this
problem and produced techinical report: 

"Technology-Independent, User-Oriented, Objective Assessment of Speech 
Transmission Quality".

I recommend the technical report for any one investigating the quality
of speech signals that are coded and decoded.  Included in the report
are new measures and techniques for assessing the quality of speech
encoded/decoded with low bit-rate coders.
