I'm not well-versed in hardware, but there's a cheap Texas Instruments
phoneme synthesizer that you can probably get from Radio Shack.  It comes
with some sample circuit diagrams for building a speech synthesizer.  I
bought one a few years ago for ten or fifteen dollars, and then never did
anything with it.
