Go to your largest local hobby shop and pick up any of the "home
machinist" magazines. I've seen several such systems advertized, although
they have usually been kits.

Almost all have been set up so that the workpiece stays stationary and you
move a dremel over it using stepper motors and a screw follower much like
the power feed on a conventional lathe.
