I think you're gonna need a license for a pair of transceivers with that
much power.  You might be able to get some of the high-powered CB units to
go that far (direct line-of-sight), but using 'em for data transmission will
get you fined if the Radio Gestapo catch you.

Why not use a couple of cellular phones with some sort of forgiving protocol
like the hams use for data tx/rx?  Running the airborne system unmanned may
not be exactly legal (unattended transmission), but it's cheap and mostly
legal.  Yer gonna need one heck of a strong motor to lug the battery around,
no matter what technology you use, if you expect it to run very long.
