Quite correct; you need 100 more yays than nays, in addition to the
obvious majority of votes.

But that isn't a precise measure of the results of the actual vote.
I, for instance, didn't participate in the poll, but I would vote yes
for the creation of the group.  With the added publicity that
surrounds a genuine Call For Votes, and the importance of such an
event, we can expect that enough netters would vote for the result to
be significant.
