Designing and building even a small "eyeball" ROV from scratch is a major
undertaking unless you know exactly what you are doing (I am not saying you
do not), and also very expensive. Comercially available eyeballs retail
from about 5,000 pounds sterling upwards although you might get a second
hand one in dodgy condition for less than this. My suggestion would be
to get as much hard information from the commercial manufactures as possible
befor commiting yourself to building your own.

This is by no means a definative list but will give you a start.

Work class ROVs capable of performing complex tasks with hydraulic manipulators
and carrying large payloads start at about 500,000 pound sterling. If you are
interested in these I could provide a list of manufacturers.
