On September 28, 1994 PLCopen has granted the base level certificate to
products of the companies info team, Kloeckner-Moeller, Philips, Selectron,
and Softing. The certificate guarantees that applications that are written
according to a defined subset of the IEC 1131-3 standard can be exchanged
between the certified systems.
The association PLCopen is a product and company independent global
organization for the proliferation of standardization in programming of
industrial control systems. It has defined a certification system for
programming environments. The system consists of three levels: base level,
portability level and full compliance level. The base level is a subset of the
IEC 1131-3 standard, the portability level allows exchange of functions and
function blocks whereas the full compliance level enables the exchange


of full applications. Application developers can exchange their programs
between certified development environments as long as they use the defined
set.
Suppliers of development environments for industrial automation systems can
request an independent test lab to evaluate their system according to strict
guidelines. Two test labs have been accredited by PLCopen: IFAK e.V. in
Magdeburg, Germany and TUV Nord e.V. in Hamburg, Germany. Based on the test
report PLCopen issues a certificate that is valid for two years. Suppliers are
entitled to use the PLCopen certification logo. Certification is open to
members as well as non-members of PLCopen.
On September 28, 1994 PLCopen chairman drs. J.C. van Bekkum has handed over the
certificate for basel level instruction list to Dr. W. Brendel, managing

Division Manager for Automation Equipment of Kloeckner-Moeller GmbH, Bonn,

PLCopen calls for more assessors and testlabs, especially outside Europe.
Persons that are interested to act as assessor and organiations that want to
be accredited as Test Laboratory are invited to apply with PLCopen.
Today PLCopen has 49 members including suppliers of PLC's, process control
systems and industrial computers, independent software vendors, institutes,
universities as well as suppliers of training and testing services. The
members include some of the largest PLC and Process Control System suppliers
and vendors of PLC development systems. In addition PLCopen has a group of
user members.
