Check out "The ARRL Handbook for Radio Amateurs".  There has been a
construction project for a 2 mbit/sec microwave datalink in the last few
editions (it comes out yearly).  Its in the chapter on UHF construction
projects.  And no, the power levels involved will not fry birds, airplanes,
or small children...

And yes, you and your friend would each need an amateur ("ham") radio license,
but that shouldn't be hard for anyone interested in computers and/or
electronics to get.  I don't know what class of license you would need though,
since I'm not familiar with Canada's license structure.  Maybe there is a
Canadian ham on here that can help.
