Ahh.. but if there is an updraft, the uphill bits would catch up and comms would
be possible.

Really, this could be achieved using a microwave link.  On the leagal side, I 
don't know the laws in canada but in the US the stations would need an FCC 
licence.  An Amature Radio Licence should provide you with the needed 
authorization.  There are probably other ways to make it work.  I would not 
recommend the cable acrross the street method since it is questionable leagaly
and subject to tampering.  The phone company could provide you with a dedicated
twisted pair between your appartments for a fee.

Another option is to move closer to each other and string the cable (Still 
questionable but less obvious).
