	The problem with a weighted pendulum would be the problem of 
co-ordinted turns.  These are turns in which a pendulum would stay in the 
same position relative to the aircraft.  The aircraft could have 30deg of 
roll annnd the pendulum would not show a thing.  

	I am unaware of what a 'rotary encoder' is.
