I notice you're talking milliamps - perhaps you may want to consider some
"electric wheelchair" motors I bought a few years ago from Herbach & Rademann,
in Philadelpha.  They had a gearbox, did the RPMs you're interested in, had
4-5" dia rubber wheels on anodized/galvanized steel rims, had a nice 12VDC
permanent magnet motor, and I could stand on the platform and ride around on it
while the motors were drawing between 5 and 10 Amps.  With a fully-charged
car battery for power, I *could not* stall the wheels with my bare hands.

I haven't seen a H&R catalog for a few years; perhaps they no longer have 
these motors.  They worked GREAT with 2N3055 TO-3 power transistors in 
a full-H configuration.
