"Newton's Apple" (a science program on Public TV) did a segment
on bows and arrows which aired on 11/29 in Pittsburgh.

They had a machine which measure the speed of an arrow after it left the
bow.  The name on the machine was Custom Chronometer and their phone number
is (206)988-7801.  This isn't exactly what you want to do but they can
probably offer some suggestions.

Also, they had some high speed film of an arrow and the thing looked like
a wet noodle after it was "fired".  This probably makes it even more 
difficult to monitor.
