The memory is more the issue than the processor.  8 megabytes is a good 
base configuration if you're running Win 3.1, but I wouldn't expect it to 
run acceptably under Win95 with 8 meg.  I used to run it on a 486/25 
laptop with 4 meg of RAM and using Quarterdeck's MagnaRAM and I thought 
it ran pretty well.
