Need I mention the Amiga platform ?

at the AmigaDOS prompt, keying:
	say "All you need is love"
sends the text to a translator which converts the text to phonetics -
the phonetics are then sent to the narrator device which in turn
produces the speech through the built-in quadrophonic sound ports.

Anything you want to do has already been done on an Amiga.
