VA 2.0 runs well enough on a 16mb 66mHz 486DX2 PC (Windows 3.1) for
exploration and experimentation, but you probably wouldn't want to do
serious development with only 16mb.  I have encountered problems with
opening lots of windows with that configuration.

The 3.0 beta is intolerably slow in 16mb -- you'll really need 24mb to
even just play around, unless you are very patient.  (While it works
reasonably fast when it works, it frequently pauses for massive amounts of
disk activity that take minutes to conclude.  Saving an image could take
your whole lunch break.)
