No, the win-pl.zip file is pl-1.9.0.  There are two known problems with
this version: it does not run on most machines lacking a floating point
coprocessor and expanding the global stack often craches badly.  The
stack-problem is fixed in 1.9.3 (this fix applies to all versions except
for SunOs, Solaris and Linux).  I'll try to generate a Windows version
of 1.9.3 next week.
