If I understood your question...

You need to highlight the application icon, click [FILE] on the windows shell menu bar,
click [PROPERTIES], and setup association.
Although I'm an OS/2 user, I used windows sometime in the past ;-).

BTW, are you using PC/CL version 2.0? Is it really win32s?
