A Macworld article covering Amelio's opening speech at the WWDC said that
he promised Apple would spend "$18 million to make Macintosh programming
better". The article did not define "better". (Of course, what could be
better than Dylan.)

Excerpt from http://www.zdnet.com/macweek/mw_1020/news_amelio.html

"He announced that Apple would spend $18 million to make Macintosh
programming better and $20 million on programs to help promote third-party
developers. In addition, "We're going to help the smaller ones of you, who
need support, in finding direct financial aid," Amelio said."
