Can one write an application in Dylan and deliver it complete with an
embedded Dylan as its user extension language?  Or can someone use
their own Dylan development environment to extend a fully compiled
application (i.e. can the original developer at least optionally
compile it so that it preserves sufficient information in the
executable to make this possible)?  Perhaps the answer is similar to
that of this FAQ entry:

  [3-12] Will Dylan include 'eval'?
   Some implementations may choose to support eval, but we do not have
   plans to add it to the language standard. We feel that the delivery of
   applications which are space efficient requires the separation of   
   development time activity from runtime activity.
