I've used ILOG Schedule for almost a year now and its worked great for me.
The application I'm currently working on is probably at least as complex as
the one you describe (but its hard to say without a lot more info).

My experience is that one of ILOG's (and constraint programming in general)
strengths is the ability to modify the problem's assumptions dynamically.

In order to use ILOG tools effectively you must know C++ very well and if
you've never done this kind of work before be prepared to learn a new
way to look at problems.
