If they could be created from the top down, wouldn't we already
be able to create sentient artificial life?

please consider that top-down creation requires an overview, a design,
a theory of mind. Gerald Edelman, Stephen Grossberg, Daniel Dennett,
Patricia Smith Churchland and her husband Paul Churchland, and others
have offered theories of mind but not of a "Let's build it" prescriptive
nature. The URL "http://www.newciv.org/Mentifex/" is a top-down
AI design that is slowly finding software implementation in the
public-domain AI programs "Mind.rexx" and "Mind.forth" for talking
mobile robots. Lest these efforts fail, any interested party is
invited to examine the Mentifex AI design and adapt it to ALife.
