I dont quite understand that: If you can impart polarisation at will
you can just agree that say "vertically polarized" slp are 1 and "horizontally
polarized" slp are 0 and use them like our computers use 1 and 0. If you 
can only switch the polarisation to its opposite but not chose to leave
the say "up" ones unchanged and switch only the "flat" ones to up, you need
the ability to block the unwanted ones, This way you could produce a 
pure up stream, which could be switched at will. If you cannot switch at 
all but only block you could use the presence or absence of of slps 
itself as the signal. If you only can detect a certain polarisation you
can agree that up to 100 consecutive slps in a certain timeslot constitute
one bit of your signal. Random fluctuations which will produce 100 slps with
the wrong polarisation each which you will have to discard are very rare.
If you can neither know the polarisation beforehand, nor switch to the desired
polarisation nor block the unwanted ones you still can try to produce
different amounts of slps and flash them on an off like a cosmic lighthouse.
If you cannot do that you are out of luck, IMHO.
