How about a Structured Workshop with Business and System Managers 
involved to discuss their Vision and Goals for the Project(s).

With the right agenda and the right people, you can come up with an IT/IS 
strategy with timelines and objectives with measurement criteria in a one 
or two day session.

It's amazing the amount of grief you can overcome by involving business 
and systems people together to discuss thier ideas before a project gets 
too far underway.

These techniques used to be known as JAD or Joint Application Design, but 
more recently, the buzz word tends to be Business Reengineering and 
Process Re-design. You can use these methods right from initial Concepts 
through Requirements Analysis and into Detail Design. And BPR doesn't 
necessarily mean Downsizing or Restructuring. Its more to do with 
analyzing business to design sound business practices and procedures 
while utilizing appropriate technology(ies) at implementable stages in 
the Project Development Life Cycle.

There are many flavors and techniques out there for BPR depending on who 
you talk to, and there are many providers of these services.
