Most IS strategy methods do not take into account the inherent pluriformity of 
organizations. A hidden assumption behind, for example IE (James Martin) is 
that a common understanding of the strategy of the organization is present. In 
most organizations, this is not the case: organizational politics are often a 
better way to look at organizations that the normative rational view. 

A good IS/IT strategy should at least take into account this phenomenon. This 
means that not only business processes and entities should be taken into 
account, but also the fact that certain organization units "own" information 
and information systems, and that units communicate with each other (which is 
often neglected in classical information management, in which it is assumed 
that all units work together on a number of corporate databases)
