I think that conciousness and intelligence go hand in hand. If one takes a
multi layered conciousness, through from Making Sense of things to Full
Empathy, (As defined by Roger Schank- cf post from hlidskial@netins.net)
then surely a higher intelligence has a greater chance of achieving the
higher levels of conciousness as it is better able to correlate all the
experiences it has undergone so far and thus achieve a wider view of any
event/ knowledge- surely conciousness requires a memory of some sort, and
surely memory is intimately associated with intelligence. A concious being
will realise that it has been alive at some time in the past, and the only
way for it to realise this is to have a memory of past events.

In this way, conciousness does not require intelligence as such (unless at
a certain minimal level- actually, can we say that a glob of clay has a
memory? To a certain extent it can record information...), but higher
levels of conciousness require higher levels of intelligence.

How well is memory associated with intelligence? Does a greater
intelligence imply a larger capacity for storing experiences? Probably
not- do most people regard intelligence as 'number crunching ability?
