     There's a certain similarity here to the work of James Culbertson.
Culbertson's "The Minds of Robots" (1963, University of Illinois Press)
offers a vaguely similar architecture and somewhat similar claims.

     It was more plausible back in 1963.  We have a better idea of the
behavior, strengths and weaknesses of connection networks now.

     And, realistically, you don't announce a "breakthrough" in AI
any more unless you can demo.  That went out in the 1980s.
