It's a good idea, however I can see two problems:

	1) keeping *crap* out;

	2) encouraging researchers to use it.

1) The name may put people off posting irrelevancies there (it's
worked well in some hierarchies), however you would need a very
good charter defining what is and is not appropriate, *and* saying
what would then be appropriate for comp.ai. Note that there are
already subgroups of comp.ai for things like genetic algorithms, fuzzy 
logic, vision, etc. What you might have to propose is a reorganisation
of the hierarchy.

2) This one is harder. I don't believe that the "noise" in this
group is the only reason researchers don't post here very often. 
How do you propose really getting people to use the group?

These days the preferred method is to have a group mentor who helps
you through the process and checks to see that the guidelines are 
followed.  As a group mentor, I'll volunteer to help whoever wants
to propose a research newsgroup.
