I don't know of a review of the new book, but there was an open letter
(I believe it was posted in this newsgroup, among other places) by Hans
Moravec critiquing the thesis of the first book. As you might expect,
it was highly critical of the thesis, but I think fairly so. I wish I'd
kept a copy online, but I've changed jobs a couple of times since, and
the message is not doubt sitting on a backup tape somewhere. Perhaps
Hans could be persuaded to repost it?

My own objection to Penrose's idea is simply that I don't know of any
good reason to believe it's true. Penrose admits that he has no
evidence for the quantum effect he describes.
