One of the most obvious choices is a shell from the "CLIPS" family.  Having
taught CLIPS commercially, at my university and done a lot of research with 
CLIPS, this C-based shell by NASA (with source code) is an obvious choice
for use with C++.  The Windows interface comes free.  Derivatives include:

CLIPS - by NASA
Eclipse - by Haley enterprise, for backward chaining
DAIT  -by me, for TCP/IP,distributed multi-agent systems
Fuzzy CLIPS - by the Candaian research council
Fuzzy Windows CLIPS - by the UNiv. of Edinburo (mispleed, I know)
