Sorry, I got sloppy. What I should have said was that Searle believes
that no program by virtue of being a program, no matter what its behavior,
can ever be intelligent. So he's junking functionalism _given_ a particular
implementation, which in his definition includes all modern digital
computers running programs. I was just using the generic term computer
to mean the more specific definition you gave.
