I believe that REDUCT Systems baase their approach on Rough Sets - not
Neural Nets. Getting info on Rough Sets is not easy. Much of it is foreign.

The ID3 algorithm might help if you do your own. A recent Fuzzy Set
proceeding has a few references to data mining.
