Matlabs Neural Toolbox is very good, however have you considered free Neural Network Software available over the internet by ftp. Packages such as GENSIS, BRAIN, XERION are professionally written packages and free. Its well worth just a look it does'nt cost anything for further details get a copy of FAQ:Neural networks at rtfm.mit.edu 'pub/usenet/neural-nets' or you can get it by e-mail to mail-server@rtfm.mit.edu with 'help' or 'index' in the body on seprate linesfor more information.
