Hello Ellen,
I have used Matlab's Fuzzy Logic Toolbox and found it to be very easy
to use and quite extensive for the design of Fuzzy Controllers. It
has both a GUI-Based interface and a command-line interface. If you
intend to use Genetic Algorithms for membership function fine-tuning,
you will need the command-line control.
I don't know what your platform is but if you are using X-windows on a
unix machine, there is a very nice package from the University of
Oldenburg titled FOOL for Fuzzy Organizer OLdenburg. You can get the
package by anonymous ftp from ftp.informatik.uni-oldenburg.de in the
/pub/fool directory.

Try "Tuning and Optimisation of Membership functions of Fuzzy Logic
Controllers by Genetic Algorithms" by M. Mohammadian and R. J.
Stonier, IEEE International Workshop on Robot and Human Communication
0-7803-2002-6/94

If you're interested in Rule Set optimisation as well, try
"Simultaneous Design of Membership Functions and Rule Sets for Fuzzy
Controllers Using Genetic Algorithms" by Abdollah Homaifar and Ed
McCormick, IEEE Transactions on Fuzzy Systems, Vol. 3, No. 2, May 1995

Hope this helps.
