(I assume you mean program, not problem.).  

I hope you hear from others on this subject, but we like to think that the IBM
VoiceType Dictation Products (for Windows and OS/2) are the best on the market.  You really
have to define 'best', however.  There are accuracy, speed, applications support,
and ease of use issues which might cause someone to think one product is better than another.  It also depends on the individual and the application or use.
